Election of Members of the Convocation to serve on the Council of the University of the Western Cape

The Statute of the University of the Western Cape provides for two members of the Convocation of the University to serve on its Council for a period of three (3) years.

The Statute of the University of the Western Cape provides for two members of the Convocation of the University to serve on its Council for a period of three (3) years.

The University of the Western Cape (UWC) hereby invites nominations from its Convocation for two of its members to serve on the Council of the University from 1 December 2020 to 30 November 2023.

A. Eligibility for nomination and election

The following persons are deemed to be members of the Convocation and are eligible to participate in the election process:

a) academic employees of the University, appointed permanently or on contract for a period of not less than one year;
b) the Vice-Chancellor/Rector, the Deputy Vice-Chancellors/Vice-Rectors, the Registrar, the Executive Directors; and the University Librarian;
c) two members of the Council elected by the Council to serve on the Senate;
d) emeritus professors of the University;
e) persons who graduated from the University with a degree or diplomas, provided that any graduate who notifies the Council in writing, through the office of the Registrar, that he or she does not wish to continue to be a member of the Convocation ceases to be a member upon receipt of that notice by the Registrar; and
f) persons who were members of Convocation as at September 2018, when the amended University of the Western Cape Stature was enacted.

Nominations

Members of the Convocation are invited to nominate candidates for the Council positions by completing the relevant nomination form that may be downloaded from www.uwc.ac.za or may be requested from the Secretariat at secretariat@uwc.ac.za .

The completed nomination form(s) together with written motivations must be received by the Secretariat via email or post by no later than 21 September 2020.

Elections

Members of Convocation who intend to participate in the elections are invited to inform the Registrar in writing by no later than 11 September 2020 of such intention. Members may either download the Notice to Participate in the Elections from www.uwc.ac.za or request the form from the Secretariat at secretariat@uwc.ac.za. Members must indicate their preferred mode of voting on the form, i.e. by post or electronic voting. Due to the Covid-19 pandemic there shall be no physical voting in person.

All forms must reach the Registrar by way of email or post on the applicable closing dates:

  1. Nomination and Election Procedure

a) Each nomination must be signed by five (5) members of the Convocation, and countersigned by the person nominated to indicate his/her acceptance of the nomination.
b) Each nomination must be accompanied by a one-page resumé of the nominee that includes the full names (and, optionally, former names), address, academic and professional qualifications, occupation, offices held now and in the past, and a written motivation.
c) Nomination forms must reach the Registrar, c/o The Secretariat, Private Bag X17, Bellville 7535 or email secretariat@uwc.ac.za by 21 September 2020.
d) Members of Convocation intending on participating in the elections must ensure that the completed Notice to Participate in the Elections form is received by the Registrar on or before 11 September 2020 by way of post to the Registrar, c/o The Secretariat, Private Bag X17, Bellville 7535 or by way of email to secretariat@uwc.ac.za .
e) In the very likely event that more than two nominations are received:

(i) a printed ballot paper with the names of all nominated candidates will be posted to members who have completed the Notice to Participate in the Elections form and selected the vote by post option. The printed ballot papers will be posted by 28 September 2020 to the relevant Convocation members. The completed ballot papers must reach the Secretariat by 12h00 on 21 October 2020. Only official ballot papers posted by the Secretariat will be accepted.
(ii) A ballot will be loaded on an electronic voting (e-voting) link and the electronic elections will open on 28 September 2020 at 09h00 and close on 23 October 2020 at 12h00 for voting. The e-voting link will be sent to the email address selected by members of Convocation in the Notice to Participate in the Elections form. Only members who have submitted a Notice to Participate in the elections as contemplated in (d) above and who have selected the vote by e-voting option will be able to vote on the e-voting platform.

f) Convocation members who have not submitted the Notice to Participate in the Elections form in terms of (d) above or who have submitted the Notice to Participate in the Elections form and have not voted by in terms of (i) or (ii), shall be deemed to have elected to abstain from voting in the election.

Due to the current backlog and delay with postal services occasioned by the government enforced lockdown, we encourage Convocation members to utilize the electronic mode, including submission of forms by email and the e-voting option for the elections.
