Biography

 Shaun Pather, is a Professor of Information Systems in the Faculty of Economic and Management Sciences at the University of the Western Cape.   He has over thirty years of work experience, in the broad education and ICT sectors, and is a National Research Foundation (NRF), C2 rated researcher.
Over his life-time he has assumed various leaderships positions straddling his professional life, and that of a broader societal context. This includes academic positions at Departmental, Faculty and Institutional levels in Higher Education.  Shaun also has a proud history of involvement in Government bodies and various civic engagement.

He is actively involved from both research and policy perspectives with government, industry and international agencies.  He has served on the board of the Universal Service and Access Agency of South Africa (2009-2011) and as a ministerial appointee to the South African ICT Policy Review Panel (2012-2015) where he chaired the ICT Industry Growth Committee. He thus played an integral role in laying the foundation for the South African Integrated ICT Policy White Paper.   He is the recipient of the prestigious Fulbright Visiting Scholar award (2009-2010), University of Washington).  Shaun currently serves on the board of the Cape Digital Foundation and on the council of the False Bay TVET College.

Shaun’s research focuses on Information Society issues, centered around societal upliftment facilitated by ICT’s, and the impact thereof on policy.  His research output includes papers on ICT for Development (ICT4D), E-Commerce management, and E-Government.   He has authored and co-authored several refereed journal articles, conference papers, book chapters, and technical reports in his field. 
His research and associated activity currently include a focus on Public Access ICT models (including Community Networks) and Universal Access and Service polices in relation to addressing the rural digital divide in developing countries.

Shaun also serves on several conference committees, is the editor in Chief of the Electronic Journal of Information Systems Evaluation, and serves as an Associate Editor of the Journal of Community Informatics.
