Decisions and the implementation thereof must be underpinned by a governance structure that gives the decision makers the authority to exercise their decision making powers. The governance structurs should include and ensure that sufficient checks and balances are in place for decisions to be made in the best interests of the University. The primary role of members serving on the committee is to ensure that discussions and decisions are taken in the best interests of the university as provided for in s27(7)b of the Higher Education Act.

The King III Code of Good Corporate Governance provides guidance in the implementation of governance princples applicable to higher education institutions. The application of these principles allows the university to operate at high levels of good governance.

The Secretariat is within the Registrar’s portfolio on the University and as a consequence, the Manager of the Secretariat reports to the Registrar.

The Secretariat is responsible for ensuring good governance at UWC in terms of relevant legislation, regulations and standing orders of committees. As such the Secretariat is expected to advise committees on procedures that would enhance good governance. In addition, the Secretariat, on behalf of the Registrar, is responsible for the safekeeping of official committee documents.


Our vision therefore is - To provide a professional, proactive and accountable service to TO ALL OUR STAKEHOLDERS.

The objectives for the Secretariat are to:

  • Give effect to the IOP, vision and mission;
  • Develop clear functional lines of responsibility;
  • Improve service delivery;
  • Create expertise in a particular area;
  • Ensure staff members provide the most appropriate advice to committees with respect to governance matters; and
  • Increase efficiency


  • We will provide a professional service that is in line with best practice in governance;
  • We will ensure that ALL OUR STAKEHOLDERS are kept abreast of decisions affecting them;  
  • We will ensure that documents are distributed timeously to members of the above;
  • We will conduct our work in an accountable manner; and
  • We will increasingly use technology to improve our service delivery​
