The Western Cape Government, in partnership with the City of Cape Town will launch an Interactive Community Access Network (ICAN) Centre in Elsies River, as part of its larger broadband plan to “connect communities across the province over the next three years” to which R1.3.billion has been allocated for the period. UWC’s Centre for Innovative Educational and Technology Communications (CIECT), has designed and developed a training programme which is aligned to the various zones of the ICAN Centre, namely: ICAN Learn, ICAN Study, ICAN Create and ICAN Play. This programme will be presented by the CIECT team in 2014. Other stakeholders include FET colleges, Adult Learning Centres and some other tertiary institutions.

CIECT’s partnership with the Department of Economic Development and Tourism (DEDAT) is aligned to the White Paper for Post-School Education and Training (DHET, 2013). The aim of CIECT’s Programme is to equip the ICAN Centre’s co-ordinators with various skills related to the design and development of instructional events; eSkills and necessary facilitation skills. They in turn will transfer this knowledge to the community members, especially as many of these citizens “will not, in the foreseeable future, be able to find formal employment in existing enterprises. The education and training system must cater for people in such circumstances by providing suitable skills” as stated in the White Paper for Post-School Education and Training ( DHET, 2013).

The Elsies River ICAN Centre will provide residents of the community access to, “Wi-Fi hotspots, meeting rooms, video-conference facilities, training workshops, study rooms and sound-proof recording booths” (Joint Media Statement by Minister Alan Winde, Alderman Demetri Qually and Councillor Suzette Little, 22 April 2014).
