UWC congratulates one of its students, Hosi Pheni Cyprian Ngove, following Cabinet’s approval of his appointment as the Chairperson of the Housing Development Agency (HDA).
Hosi Ngove is the Chairperson of the Limpopo Provincial House of Traditional Leaders and a law doctoral candidate in the Centre for Legal Integration in Africa (CLIA) under the supervision of Professor Anthony Diala. His research focuses on traditional leadership institutions and promoting human rights in South Africa, with Limpopo as the case study. The CLIA is located in the Department of Private Law in the Faculty of Law. It promotes research on the interaction of State, indigenous, and religious laws in South Africa.
Hosi Ngove’s appointment is effective from 7 June 2023. His role is significant for the interaction of legal orders, given the unsettled nature of communal land tenure, the acute housing shortage in South Africa, and the challenges of land redistribution in a nation battling the historical injustices of the apartheid past.
The HDA is a State-owned entity established to build partnerships for integrated sustainable human settlements. In addition to capacity building, its functions include:
Hosi Ngove explained that one of the pressing objectives of the HDA is to build it into a strong and capable organisation.
"We are positioning the HDA as the state human settlement developer of choice and to be deliberate in bringing back the dignity of the previously marginalised masses of our people by intervening in providing much needed properly planned human settlement through access to land. Additionally, an equally important goal is to progressively make the HDA self-reliant,” said Hosi Ngove.

- Development of strategic plans for the Minister of Human Settlements’ approval concerning the identification and acquisition of State;
- Management of private and communal land;
- Monitoring of progress in land development to create sustainable human settlements;
- Facilitation of intergovernmental collaboration;
- Management of State, private, and communal land for residential and community development; and
- Assistance to organs of State with the upgrading of informal settlements and emergency housing solutions.
