An examination of the Zimbabwean linguistic situation indicates clearly that there is a linguistic discrepancy. The language of the government is not the language of the governed. The language of the people does not feature much in the development discourse. Faced with this state of affairs, this paper seeks to discuss a new model of language policy for Zimbabwe that draws attention to the role of indigenous languages in the development process. In this new strategy, code-named “The Trilingual Model” indigenous languages are to be widely used as media of communication and education. The paper further argues that a multilingual language policy rather than being a hindrance to national development is actually a resource that can be harnessed for the development of Zimbabwe, Africa and the world (Baugh 1994; Rickford 1995)
