"In South Sudan and the Nuba Mountains which are overwhelmingly rural, the citizenry largely know and are familiar with pre-eminently their traditional institutions of leadership. These are the viable structures that currently exist and which have been able to survive, with limitations, the ravages of decades of war and conflict. If we are to proceed forward towards workable systems of governance and administration, for the present, we cannot do so without recourse to these traditional institutions. We can modify them and adapt them to modern usage, but we cannot viably bypass them. Till today, it is these institutions which carry the solidarities and loyalties of the local populations.
