SERVICES REQUIRED

UWC invites suitably qualified, competent and established Building Contractors with a CIDB Grading of 9 GB, and based within the City of Cape Town Metropolitan Municipality, Drakenstein Local Municipality or Stellenbosch Local Municipality, to submit proposals for the refurbishments and additions to the Senate Building at the University of the Western Cape. Alterations will be undertaken to the existing two-storey building. The proposed additions will include a new single-storey archival storage facility, together with associated spaces for the receiving, processing, and viewing of archival materials.

CONSTRUCTION PERIOD

The timeline for construction is sixteen (16) months excluding building holidays.

MANDATORY CRITERIA

To be considered for this tender, Service Providers must comply with ALL the criteria listed below and submit ALL relevant information and/or copies of documents as required:

Payment of Tender Fee of R1 150,00 inclusive of VAT
Proof of Attendance of Compulsory Site Briefing Session including the signing of the attendance register (Site Briefing Attendance Certificate will be made available to tenderers at the Compulsory Site Briefing Session)

Company Profile including Company Organogram
UWC requires an established construction company with a minimum of 5 years in existence with experience of similar size, scope and services (Building repairs and renovations and refurbishment, including electrical installation, mechanical installation, external works with roads paving and services, electronic installation and the addition of new buildings.)
Project Organogram (to include subcontractors etc)
Company Registration Documents (CIPC)
Current Department of Labour Letter of Good Standing (COIDA)
Proof of CIDB Grading 9GB
Valid Tax Clearance Certificate / PIN
BBBEE certificate relevant to the Building Industry
Latest Financial Statements for the past 2 years not older than 2023
Indicative Project Programme with critical path – based on a construction period of 16-months excluding building holidays
CVs of Key personnel assigned to this tender in relation to the project organogram, viz, contracts manager, site agent, site foreman, health and safety officer and quantity surveyor, Key personnel must be onsite in a full- time capacity and have a minimum of 5 years’ experience on projects of this nature and value greater than R90M.
The schedule and CVs of all sub-contractor’s (such as electrical, electronic, plumbing and drainage, ventilation installer, specialized fire suppression and protection, asbestos removal and disposal, etc.) – if in house kindly specify and provide CV’s and proof of industry registration and qualifications.
Provide valid Industry specific certificates with affiliations for the below:
 
electrical – ECB, wireman’s certificate
accredited HVAC&R installer – The South African Qualification & Certification Committee (SAQCC) (Refrigerant gas licence)
plumbing – Plumber’s contractor licence,
asbestos removal - certified Asbestos removal contractor licence
Detailed Construction Method statement describing how the project will be executed and completed within the fixed project period
Proof of an active, fully established, resourced and operational business premises, including the required equipment inventory relating to general building construction within the City of Cape Town Metropolitan Municipality, Drakenstein Local Municipality or Stellenbosch Local Municipality. (These may include but are not limited to Building lease, property deeds, municipal accounts in the name of the business, motor vehicle registration in company name etc.) Criteria to be evaluated include but not limited to:
 
Building/ premises which include office equipment and staff
Construction storage yard or warehouse containing building materials, construction related tools and equipment
Signage relating to Construction business
UWC will physically verify the information supplied and any companies who do not meet the requirements will be eliminated
Proof of Contractors All Risk Insurance including Public Liability Insurance with a minimum value of R20m)
Provide a list of a minimum of five (5) contactable references from independent third-party clients of the Bidder for projects of comparable scale, nature, and complexity completed within the last ten (10) years.  Eligible reference projects must encompass general structural repairs, renovations of existing facilities, and electrical works, fire installation, ventilation installation, heat pump and water storage tank installations.
 
The reference list to include name, contact details, email address, value of contract, period of contract and Certificate of Completion per reference
All references provided should not be older than Ten (10) years and must be within the City of Cape Town Metropolitan Municipality, Drakenstein Local Municipality or Stellenbosch Local Municipality Area.

NB: Tender submissions that do not meet the Mandatory requirements may be eliminated from the tender process and will not advance to the next stage of assessment. No points are allocated to this stage.
