UWC 14/2024 REQUEST FOR TENDER: THE INSTALLATION OF SUSTAINABLE ENERGY SECURITY INFRASTRUCTURE, AT THE UNIVERSITY OF THE WESTERN CAPE

SERVICES RENDERED

The University of the Western Cape (UWC) invites qualified Bidders to submit proposals for the construction, installation, metering, maintenance, operations and financing for the Installation of a Sustainable Energy Security solution.  We encourage submissions from all interested parties. The project will be based on a Build, Operate and Transfer (BOT) model which will allow Bidders to leverage their own supply chains, including contractors and subcontractors, to achieve the project's objectives.  We welcome innovative proposals that demonstrate a commitment to sustainable energy solutions.

Bidders are required to provide a Build, Operate, and Transfer (BOT) monthly cost for the project and submit an option for the CAPEX funding.

The required infrastructure projects are:
 
  • Solar PV System
Construction of a 4 Megawatt peak (MWp) Solar Photovoltaic (PV) System and Battery Energy Storage System (BESS) for the UWC Main Campus residences, academic buildings, Unibell residence, and a carport solar PV system for the Chemical Science car park.
 
  • Energy Metering and Load Monitoring System
Deploy an online Energy Metering and Load Management platform, including both hardware and software, for monitoring and managing energy usage across the UWC Campus.
 
  • Operation and Maintenance Period   
The operation and maintenance of the required Sustainable Energy Security Infrastructure installation should include not only routine maintenance but also provisions for the upgrade and replacement of technology as needed to ensure optimal performance and efficiency throughout the contract duration.

CONTRACT DURATION

The Operations and Maintenance period offered by bidders shall be a maximum of Twenty (20) years from the date of issue of Completion Certificate for the Infrastructure

MANDATORY CRITERIA

To be considered for this tender, Service Providers must meet the following criteria / submit the following information / copies of documents:
 
  • Payment of Tender Fee of R1 150,00 inclusive of VAT
  • Company Registration Documents
  • Company Profile & Company Organogram
  • Valid Tax Clearance Certificate /PIN
  • Valid BBBEE certificate, Joint Venture Agreement or EME or QSE affidavit where applicable
  • Valid Department of Labour Letter of Good Standing (COIDA)
  • Latest Financial Statements for the past Two (2) years
  • Proof Contractors All Risk Insurance, subjective to UWC’s approval
  • Signed letter of intent to enter Joint Venture / Consortium or signed JV Agreement. To be signed by all parties.
  • Signed Anti-Collusion Declaration
  • Signed Declaration of Conflict of Interests
  • Signed Certificate in Respect of Affiliation with the State of Israel
  • Three project reference letters, of a similar nature. The reference letters to include name, contact details, email address, value of contract and period of contract.
  • Complete the Schedule of Current Contracts
NB: Tender submissions that do not meet the Mandatory requirements may be eliminated from the tender process and will not advance to the next stage of assessment. No points are allocated to this stage.

Electronic Tender Documents will be made available, on application to the email address provided below during the dates and times stipulated above, against a non-refundable tender fee of R1 150.00 inclusive of VAT.  Banking details for payment of the tender fee will also be made available on request.
