FAIR SHARE
Introduction
Fair Share, a unit within the School of Government, Economic and Management Science Faculty, UWC, was established in 1997. It was established in response to a need for Civil Society Organisations to play an active role in economic policy development processes. From this broad intention, Fair Share has evolved into an organisation that meaningfully strengthens the capacity of various stakeholders to participate in the socio-economic development processes of communities.The capacity building programmes and activities of Fair Share are founded on the understanding that successful communities require knowledgeable, active, and assertive Civil Society Organisations and elected local representatives.
Since its inception, Fair Share has expanded its focus to incorporate students at post-matric levels, assisting them to become aware of their potential as citizens. These programs not only educate young learners about South Africa's political, governance, and public sector landscape, but also reintroduce government officials across all departments to the country's democratic processes in their workplace.
Programmes
The three courses offered by Fair Share are:Higher Certificate in Economic Development (NQF 5; 120 Credits)
The HCert (Economic Development) is a one-year programme which is at NQF Level 5 and consists of 120 credits. The HCert (Economic Development) is designed to facilitate good governance by building the capacity of community leaders in disadvantaged communities. The programme intends fostering active citizenship through the provision of training amongst others, the application of development economics and budgets.The programme also seeks to introduce participants to strategies that will enable them to contribute to community initiatives for job creation and economic growth. These strategies will enhance community stakeholders’ ability to identify opportunities to improve the quality of life. Additionally, participants will be assisted to develop strategies that are responsive to challenges of economic growth, rampant poverty and inequalities.

Advanced Diploma in Public Administration (General) (NQF 7; 120 Credits)
The Advanced Diploma in Public Administration is designed to provide learners with integrated knowledge and applied competencies essential for effective practice in the field of public administration. This qualification aims to enhance the capacity of public sector officials to contribute meaningfully within a dynamic, democratic, accountable, and developmental state.It equips learners with the relevant knowledge, skills, and competencies to perform administrative and managerial functions efficiently and effectively across all spheres of the public service. In particular, the qualification focuses on fostering a sound understanding of good governance, ethical leadership, informed decision-making, and effective information management within public sector operations.
Furthermore, the programme supports service-oriented professional development by preparing graduates to act as agents of change. Graduates will be well-positioned to contribute to the formulation and implementation of public policy and strategy, and to assume leadership roles that promote transparency, responsiveness, and accountability in government.

Advanced Diploma in Public Administration (Public Finance) (NQF 7; 120 Credits)
The purpose of this qualification is to enable students to apply strategic financial management knowledge and skills to ensure effective, efficient and economical utilization of public funds and resources. Students will develop knowledge and skills to manage strategic planning and budgeting processes, financial management processes and internal control, audit, risk management and reporting processes through increasing financial management capacity of government accounting practitioners so that the social and economic programmes of government will be implemented effectively, efficiently and economically.Modules:
